Well, their are many ways, but the first one I am going to show you is how to promote partypoker. Partypoker was where I started making my money both playing and promoting.

First of all register with the affiliate site (click here). This is quick and easy. It asks a few details about you and how you want to be paid.
Create a website easily
Create a website and promote with the banners and adverts that partypoker will provide for you. If you are looking for a web host I recommend IX Web Hosting, it's quick, easy and cheap and it comes with added software like phpbb and phpmyadmin, which I recommend as a must have for your site.

The best way to promote is NOT to spam forums or other social networking sites, because you may find they block you from using their service, but to do what I am doing. Talk about poker on your site. Get traffic by using google to help you. Write about how to make money, everyone loves to read easy ways to make money.
